In brief: On September 14, Mont-Tremblant passed Bylaw 2026-106-32 (Sector 34) to establish an evaluation framework (PIIA) in the watersheds targeted by the MRC’s interim control bylaw (RCI).
The issue: Rather than imposing a municipal moratorium within the 300-metre shoreline buffer zone, the Ville is prioritizing project evaluations—despite concerns raised by residents and Les Amis.
Why it matters:
Ignored concerns and outdated zoning: Frédérique Baril, initiator of the moratorium petition, denounced the lack of amendments to the Sector 34 bylaw following the June 29 consultation, while Claude Brisson warned that replacing interim control before revising the urban plan allows developers to exploit lax rules.
Transparency on LAGO permits: Les Amis criticized Mayor Pascal De Bellefeuille’s lack of transparency regarding court documents showing the Ville issued permits for LAGO on August 25, 2026. The mayor refused to answer when asked whether the Sector 34 bylaw was a maneuver to regularize the LAGO and rue Franceschini projects.
Dissent at council: Councillors Catherine Drouin and Billie-Jeanne Graton voted against the Sector 34 bylaw. Ms. Drouin called on the Ville to impose an immediate moratorium, as other municipalities have done.
Our perspective: We support resolving the disputes over LAGO, but the mayor must be transparent about the true objective of this bylaw instead of using the urban plan as a pretext. Instead, the mayor should impose a moratorium on all projects within the 300-metre shoreline buffer zone, as provided under the MRC’s previous bylaw.
