Municipal trial on Oct. 29 for Foresterie Léonard Inc.

Overview: Foresterie Léonard Inc. will face a municipal trial on October 29 for three statements of offence. The company is owned by Patrick Léonard, who also serves as a municipal councillor in Mont-Tremblant.

The facts:

3 statements of offence: The Ville charged the company for an event held on July 11, 2025: unauthorized use in an agricultural zone (AG-1027), noise disturbing the peace, and use of a loudspeaker audible beyond 15 metres.

5 postponements: Following a plea of not guilty, the trial was postponed five times. It is now scheduled for October 29, 2026, where both parties will be represented by counsel. The claimed penalties total $3,013 in the event of a guilty verdict.

Prior disputes: The company received a municipal penal conviction in 2022 for work without a permit on lot 4,346,950 (chemin du Tour-du-Lac) and faces a financial claim of $239,419.60 (plus 7% interest) from the Ville regarding Impasse des Bécasseaux, requiring the hiring of external legal counsel (Morency Avocats) approved by municipal council on July 13, 2026.

Unanswered requests: Mr. Léonard did not respond to the written request sent by Les Amis on May 27, 2026, regarding the municipal special event permit and other regulatory authorizations required for a concert on July 2, 2026, on the company’s property.

CPTAQ investigation: The Commission de protection du territoire agricole du Québec (CPTAQ) confirmed three times in writing to Les Amis (June 10, Sept. 3, and Oct. 14, 2026) that the files are confidential under Section 28 of the Act Respecting Access to Information due to an ongoing investigation.

Our position: In accordance with sound municipal governance rules and to avoid any appearance of conflict of interest, Councillor Patrick Léonard should be removed from all committees on which he serves, including the CCU, as well as caucuses, until all disputed matters are resolved. Mr. Léonard was elected in November 2025 under the Ensemble Mont-Tremblant party, led by Mayor Pascal De Bellefeuille.
