In brief: According to documents obtained through access to information, permits for a massive residence at 440 chemin Desmarais have been issued intermittently over a 9-year period (2017–2026). The latest permit, issued for “Renovations” on a structure that was never completed, expired in February 2026.
Bypassing the 36-month limit: As with 150 & 170 Desmarais, the Ville bypasses the 36-month limit (Section 98 of By-law (2008)-101) by repeatedly granting intermittent permits (2017, 2019, 2021, 2022, 2025).
The recipe: renovating an empty shell: The 2025 permit authorized $50,000 worth of declared “Renovations” on a building that was never occupied or completed, left as nothing more than foundations and exposed steel framing.
A massive footprint from the start in 2017: Right from the initial new construction permit, the Ville authorized a “1.0-story” single-family home covering 24,112 sq. ft. The project called for 13 bedrooms, a 2-lane bowling alley, an indoor basketball court, an indoor pool with a hot tub and sauna, an exercise room, a games room, and a wine cellar.
Our position: Located in the area where current mayor Pascal De Bellefeuille served as city councillor during the issuance of the first three permits (2017, 2019, 2021), the project has not had a valid permit since February 2026. After 9 years of incomplete construction, the Ville must declare it abandoned and order its demolition.
