Two projects in the Village: Chemin du Village (Mont-Plaisant) and cooperative

After three consecutive rejections—first by the CCU in December 2025, then by Municipal Council in January (annulled due to a procedural error) and again in February—the 8-duplex project (16 units) on Chemin du Village (Mont-Plaisant) is expected to return to Municipal Council this year, potentially as early as this Monday, May 11, at 7 p.m.

Citizen opposition is also mounting against a second project in the Village: a 19-unit cooperative involving the sale of municipal assets.

Why an immediate moratorium is needed: Les Amis supports the Association des Résidents du Lac Mercier and the Comité de quartier (Districts 1 and 2) in their request for an immediate moratorium on all major residential and commercial development in the Village:

Failing infrastructure: The sewer system is at capacity and is discharging untreated wastewater into Lac Mercier.

Health and environment: Sewage backups and odours persist, while Ville reports (2022/2025) offer neither technical solutions nor funding.

Capacity exceeded: Five years of intensive growth have exceeded the system’s limits.

Our position: No major new projects—whether private or municipal—should be approved in the Village sector until an independent, fully funded plan guarantees infrastructure upgrades and the protection of Lac Mercier.
