The News: Les Amis requested an official explanation from municipal councillor Patrick Léonard regarding the funds the Ville is seeking to recover from his private company.
The Facts: In October 2025, the municipal council voted on official resolution CM25 10 503 to grant provisional acceptance for the infrastructure work on impasse des Bécasseaux. This work was originally the responsibility of Foresterie Léonard Inc. under an agreement signed in 2020, but it had to be completed at the Ville’s expense. The resolution explicitly stipulates that the Ville must take steps to recover these funds and retain the company’s financial guarantees. One month later, the sole owner of the company, Patrick Léonard, was elected as a municipal councillor.
The Response: In an email on May 21, Mr. Léonard refused to answer our questions. He indicated that requests made to him as an elected official have been forwarded to the Ville’s access to information officer. He specified that otherwise, in his personal capacity and as a representative of Foresterie Léonard Inc., he would not follow up on our requests.
Status: Les Amis have filed an official access to information request to obtain the contracts and invoices related to this matter, which are expected by June 2026.
