At a glance: This Monday, June 29 at 7 p.m., Mont-Tremblant holds a public consultation on draft bylaw (2026)-106-32. Rather than waiting for the comprehensive zoning overhaul in late 2026, it seems the Ville is preparing to airdrop a loophole mechanism (“Sector 34”) to fix a single real estate fiasco—at the expense of our local lakes. This short-sighted decision will be detrimental to the environment and the long-term health of the area’s lakes.
Why it matters: We demand transparency. By opposing this bypass, Les Amis is not blocking a local solution on rue Cuttle: we refuse a highly discretionary PIIA system that grants arbitrary powers to elected officials and leaves our watersheds vulnerable just to white-wash past administrative failures.
The root of the problem: At the June 18 extraordinary meeting, Councillor Jean-Luc Trahan exposed the original sins of the LAGO project (March 2020). Back then, council slashed protected natural spaces (from 30% to 13% in one zone, 70% to 25% in another) with the personal approval of Pascal De Bellefeuille (at the CCU and as District 1 councillor) while Louis-Martin Levac was the urbanisme director in charge when the permits were issued. A modest hotel replacement became a colossal 72-unit condo complex, causing:
Ecological disaster: The total disappearance of a vital wetland and intensive mountain blasting.
Neighborhood destruction: Structural cracks in neighboring walls, blocked views, and a massive traffic spike on rue Cuttle.
A political cover-up: Rather than learning from past errors, the Ville held a surprise vote on June 18 to approve road access plans (PIIA-127/128) and is now rewriting territory-wide rules to salvage a failing project under CCAA protection.
Timeline of events:
June 8: Tailor-made creation of “Sector 34” for the rue Franceschini project, which was previously blocked by strict regional protections. We asked the Mayor if “Sector 34” was for any particular project; and he said no. The Mayor claims these hasty amendments merely prepare the ground for the new Master Plan.
June 18: Surprise council vote approving LAGO’s road access plans.
June 29: Mandatory public consultation before these exception rules return to council for final adoption.
