Timeline: On May 11, Mayor Pascal De Bellefeuille broke a 4-4 tie to approve the project. On May 12, Les Amis noted the absence of registration in the registry of lobbyists. On the very same day as our email to Mr. Joly, the firm Empero filed a mandate (backdated to April 22, 2026).
The response: Questioned about this 6-year discrepancy, Mr. Joly replied “Without prejudice and without admission,” simply referring to Empero’s registration number.
Silence at City Hall: The greffière refused to confirm if a previous registration had existed, referring instead to the public registry.
Our viewpoint: The Ville must require a valid registration in the registry before initiating any discussion with a developer. Lobbying laws are not optional, and it is unacceptable that the registration was only carried out after the final approval of the project by the council.
